Let me just clarify: it's not legal to use a horse on a motorway. Neither is it legal to use a horse in a marathon, or a three legged race.

In that case, no, it's not legal to use "A horse" as A horse is two words, and you can only use single words in Scrabble. Horse would be perfectly acceptable.
